Pollution Control of Concern Substances and Promotion Strategies of Quality Management in Groundwater

The main tasks of this project include the groundwater baseline investigation of contaminants candidate list(CCL), study on quality evaluation of groundwater control areas, and review of groundwater pollution monitoring and control standards. The evaluation and study of groundwater distribution in Taiwan of 7 CCL’s chemicals, including 1,3-dichloropropene, 1,3-dichloropropene, 1,1,2,2-tetrachloroethane, 1,4-dioxane, hexachloroethane, isophorone, and 1,2-dichloropropane have been conducted in this project. On-site industries’ interviews and groundwater monitoring wells sampling have been completed, and the recommendation has been proposed. Besides, a summary and review of groundwater quality management, regulation items, and meanings have been accomplished to provide a comparison and recommendation of domestic quality management policies. To provide feedback on domestic groundwater quality and PCCLs management, a summary of management trends of international concern substances in recent years has been conducted, including POPs, PFAS, and neonicotinoids of the Stockholm Convention on Persistent Organic Pollutant, current status drinking water quality standards, effluent standards, and toxic and chemical substances bureau’s management on toxic and chemical substances have understood as well. This project has added 7 chemicals to the PCCL list and now it has 184 items. In addition, to establish evaluation principles and decision-making process for water quality improvement change on pollution sites, the current status of groundwater quality in groundwater control areas and integrated historical results of pollution improvement has been reviewed. Finally, discussion meetings were held to review groundwater quality standards by collecting opinions and viewpoints.
